It is situated along Highway 1A, 30km from Vinh City to the north and Ha Tinh City to the south, near Hong Linh Town and Highway 8A to Laos and Thailand.

 It has a planned area of 21.41ha and prioritizes investment in producing construction materials, purchasing and processing agricultural products, mechanical engineering and repairing, producing consumer goods, electrical goods assembly. Some investors are preparing to apply for licences to invest in the cable car project at Huong Tich Pagoda. This area has favourable conditions for transport, electricity and water supplies, good production grounds, reasonable rental rates and quick ground clearance. It is also near sources of materials for building infrastructure. Security is ensured, human resources are abundant and administrative procedures are simple.

 Two plants in this complex have been commissioned. They are the Thien Loc Food Processing Plant under Ha Tinh Trade and Mineral Corporation, which has a capacity of 120,000 tonnes of products per year and Nghe An Construction Material Plant’s Thien Loc Tunnel Brick Plant, which has a capacity of 20 million bricks per year. Electricity Company 1’s electric wire and cable plant project has gone through its licencing procedures and the plant is under construction. In the future, it will be thriving industrial-cottage industrial-handicraft complex.
